Xian Hui Elected as the New Chairperson of the Board of Directors of CFPD Time:2025/12/04
China Foundation for Peace and Development (CFPD) held its leadership transition meeting in Beijing on December 2, 2025. Distinguished attendants include Gao Yunlong, Vice Chairperson of the National Committee of the Chinese People's Political Consultative Conference (CPPCC), Chairman of the All-China Federation of Industry and Commerce, and Chairman of the Second Board of Directors of CFPD; Xian Hui, member of the CPC Leadership Group and Vice Chairperson of the CPPCC; and Liu Haixing, Minister of the International Department of the CPC Central Committee (IDCPC). They also addressed the meeting. Lu Kang, Vice Minister of the IDCPC, presided over the meeting.
The meeting elected Xian Hui as the new chairperson of the Board of Directors of CFPD.

Gao Yunlong stated that the Second Board of Directors of CFPD has consistently adhered to the guiding principles of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, thoroughly implemented the important instructions of General Secretary Xi Jinping on CFPD acting as envoys for people-to-people connectivity, and fully committed to international public welfare endeavors under the guidance of the IDCPC, with the joint efforts of all colleagues and the support of all sectors of society. CFPD has always worked diligently to practice the four Global Initiatives, extensively promoted the vision of building a community with a shared future for mankind, and played a unique role in serving China’s overall diplomatic objectives and fostering people-to-people connectivity, achieving positive results. He expressed his hope that CFPD will continue to be a practitioner of peaceful development, a promoter of people-to-people connectivity, and a communicator of mutual learning among civilizations on its new journey, striving to achieve even more remarkable accomplishments.
Xian Hui stated that at a time when the whole nation is intensively studying and implementing the spirit of the Fourth Plenary Session of the 20th CPC Central Committee, CFPD’s leadership transition meeting represents not only a concrete measure to study and comprehend the important speeches of General Secretary Xi Jinping and the spirit of the Fourth Plenary Session, but also a practical action to implement relevant decisions and arrangements of CPC Central Committee. It holds significant importance for CFPD to further unify thinking, build consensus, pool strength, and accelerate the high-quality development. The new board of directors of CFPD will lead all staff in uniting even more closely around CPC Central Committee with Comrade Xi Jinping as its core, adhering to the Party’s leadership and fortifying its political foundation, serving the broader national interests and courageously undertaking the mission of the times, upholding fundamental principles and breaking new ground to build distinctive brands, and ensuring standardized management for healthy development. With strong political consciousness, a profound sense of mission and full enthusiasm for work, CFPD will actively engage in the great cause of people-to-people diplomacy, strive to serve as effective "envoys for people-to-people connectivity", and make new and greater contributions to the building of a strong nation, the rejuvenation of the Chinese nation, and the progress of human development.
Liu Haixing stated that since its establishment, CFPD has consistently adhered to its purpose of "promoting peace and development, and enhancing friendly cooperation". It has thoroughly implemented relevant decisions and arrangements of CPC Central Committee, actively responded to various risks and challenges, and continuously innovated its working approaches and methods. Significant achievements have been made in project implementation, fundraising, and international cooperation. The recently concluded Fourth Plenary Session of the 20th CPC Central Committee has outlined the top-level design and strategic plan for China's development in the next five years. In this new historical period, it is hoped that the new board of directors of CFPD will align its thinking and actions with the decisions and arrangements of the CPC Central Committee with Comrade Xi Jinping as its core. Guided by Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, particularly Xi Jinping Thought on Diplomacy, the new board of directors of CFPD should thoroughly implement the spirit of the General Secretary Xi Jinping's important instructions on people-to-people diplomacy, deeply understand the decisive significance of the Two Establishments, and strengthen commitment to the Four Consciousnesses, the Four-sphere Confidence and the Two Upholds. It should consciously integrate CFPD's work into the broader context of the Party and the country's development, keep in mind the matters of national significance, actively take on responsibilities, and continuously break new ground in CFPD's endeavors.
The meeting reviewed and summarized the significant achievements of CFPD and insights gained since its establishment, particularly under the Second Board of Directors of CFPD. Work Report and Audit Report on the board were presented. The meeting elected the two people as vice chairperson of the Board of Directors of CFPD : Zhou Haijiang, Chairman of China International Chamber of Commerce for the Private Sector, Chairman of Board of Directors and CEO of Hongdou Group; Zhong Baoshen, Deputy to the National People's Congress, and Chairman of Longi Green Energy Technology Co., Ltd. Wang Heming, former Director General of Bureau IV of IDCPC, was elected as Secretary General of CFPD. Additionally, the following individuals were elected as Members of the Third Board of Directors of CFPD: Zhang Zongzhen, Member of the Standing Committee of the National Committee of CPPCC, and Chairman of the Board of Goldcommon Co., Ltd; Lin Long'an, Member of the National Committee of the CPPCC, and Founder of Yuzhou Group; Shu Yong, Member of the National Committee of the CPPCC, and Vice President of Kai Ming Painting Academy of the China Association for Promoting Democracy; Yu Xiangdong, President of the Academy for World Watch Shanghai; Xu Zewei, Chairman of 91 Technology Group; Zhang Baozhong, former Chairman of China Overseas Ports Holding Co., Ltd.; Zhao Meiling, President of Women Empowerment & Development Society in Asia-Africa; and Pan Dongfeng, Executive Vice President of Chinese Chamber of Commerce in Cambodia. The meeting also announced the appointment of Chen Ke, Director of General Office of CPC Administrative Committee of IDCPC, as Chairperson of the Board of Supervisors, with He Fan, Deputy Director of the Legal Affairs Office of the General Office of IDCPC, and Xu Sai, Deputy Director of the Finance Office of the General Office of IDCPC, serving as Supervisors.
Over 80 people in total, including representatives from many party and governmental agencies and representatives from more than 40 non-governmental organizations sat as guests. Representatives from party and governmental agencies include: Wu Gang, Deputy Director General of the Bureau III of the United Front Work Department of the CPC Central Committee; He Yuan, Deputy Director General of the Comprehensive Coordination Bureau of the Office of Foreign Affairs of CPC Central Committee; Peng Nan, Deputy Director General of the Bureau VI of the Hong Kong and Macao Affairs Office of the CPC Central Committee; Yang Bing, Director of the Office of the Committee on Liaison with Hong Kong, Macao, Taiwan, and Overseas Chinese of the National Committee of CPPCC; Zang Baorui, Deputy Director General of the Charity Promotion Department of the Ministry of Civil Affairs; and relevant leading officials from different bureaus of IDCPC.
The first meeting of the Third Board of Directors of CFPD came after the leadership transition meeting, presided over by Chairperson Xian Hui. The meeting agreed to renew the appointment of Liu Zhenzhong as Deputy Secretary General of CFPD, briefed on the policy requirements from the Ministry of Civil Affairs and Society Work Department of the CPC Central Committee regarding enhancing the board's capacity to fulfill its duties, and reviewed and approved the meeting minutes.
The attending leaders and guests also visited the on-site report exhibition showcasing the work of the Second Board of Directors of CFPD.
